Before 2008, International NGO (INGO) heavily relied on external IT vendors due to a lack of internal skills and resources for managing their infrastructure. In 2008, they shifted strategy, establishing a small internal team supplemented by local vendor resources through augmentation. As an initial step, SCSL deployed two resources to support their HRS project.

• Hindered innovation due to resource limitations.
• Over-reliance on external vendors, causing project delays and cost escalations.
• Loss of control over critical IT functions.
